Since I last wrote things have been pushed forward so rapidly that no time is to be lost in naming the cousin of our Friend.
Let it be dona, as agreed upon, without the least delay.

At Biarritz a Treaty is being made for the restoration of the grd. Duke and the Duke of Modena and Duchess of Parma.
England will have nothing to do with that Treaty unless it contains a stipulation that Force shall not be employed in the restoration of those Princes.
