Oct. 4. 59 My dear General,
It was not till yesterday that I could write to you and could send you somethings definite.
Te reason bas been, that the Emperor of the French has not until within the last four days, let anybody know what He was about.
It now appears that He is ready to make a Treaty with Austria which shall restore the Dukes and Duchess and that He wishes England to join him in it.
England says she will have nothing to do with any engagement or agreement respeeting Central Italy unless there be a Provision that Force shall not be employed in reestablishing those Princes.
Now as Central Italy has declared for the King of Sardinia the Princes in question cannot return so long as Central Italy is fìrm in refusing to receive them,
Consequently if force is not used they cannot return, and Sardinia accepts, naturally, a Position which has been created legally, by the votes of those Populations.
