Turìn, August 21, 1860. No. CUCII. 9
While latcs and treaties exist and while the United States keep ojffìcers here to see that they are observed, such abuses cannot be endured. Popularity' and public opinion cannot be considered at ali in the matter. I have addressed a decided representati on of the case to the Government of Sardinia, and I shall noi fail to cause this grievance to be redressed.
