My dear General, Allow me to introduce to your noti ce Col. Chas. C. Hicks, a citizen ofthe United States who is determined to assist you in your Holy and Just cause by delivering your country of tyrants and giving a noble people their rights. God be with you. This gentleman is sent out under the auspices of Mr. Brannan of San Francisco whose parse has been freely opened for the Italians. I pray Col. Hicks will receive your approbation as I know his blood is ready to flow for you, as he has been under afire more than once.
