announced by Cavour lo make an attack upon Venetia in the spring. Sudi an event may tuke place in the course of Urne, hut it is not amongst the events contemplated in the present programma of that astute and experienced statesman. I ascribe this declaration of his to the pressure of his posiiion, to a disposition. during the chrysalis condition of the Italian Kingdom to conciliate Garibaldi and the republican element in Italy. When order shall have been more fully restored, and the neiv Kingdom organized under the Government of Victor Emmanuel, other means quite as efficacious and more discreet and pacific tvill befound to accomplish a result so much desired by every Italian patriot.
The vote of the people of Naples is almost unanimous for a union with Sardinia under the Government of Victor Emmanuel, tolto will make his entry into the capital of that Kingdom on the 28th of this month. The policy of the Emperor, as to Italian affairs, remains unchanged. Whilsl increasing his troops at Rome for the security of that city and its environs, he preserves a rigid non intervention as to the resi of the Peninsula. The Conferente at Warsavi is not regarded as likely to have any special hearing upon the affairs of Italy, nor indeed to befraught with any immediate politicai consequences further than the establishment of more friendly relations between Russia and Austria.
