The statement òf a secret treaty with Russia announced by telegraph the other day is contradictcd by the Government here. Bufc the succcssful revo­lution in Tuscaay is connrined, and has been followed by a simitar affair in Modena.
I shall not attempt hereafter to give the rumo ars and details of intelligence which you can learn more speedily by the telegraph and English press. If any facts come to my knowledge which are not likely to he known to you through that source, I shall hasten to communieate them.

Sir: War is declared by Austria against Sardinia and by Franco against the former power. The Moniteur Universel of this morning, of which I enclose a copy, contains the proclamation of the Emperor and the interesting procced-ings in the Gorps Legislatif on this subjcct. His Majesty will leave Paris in a few days to place himself at the head of the army. Milita ry critics are asto-nished at the inaction of the Austrian troops since they entered the Sardinian territory. If the purpose of the invasion was to strike the Sardinian army a crushing blow, before the arrivai of French support, the blow has not been given and valuable time has been lost. The opinion is freely expressed here that Marshal Guilay [sic] is incompetent. He will probably find that the opportunity thus lost will not be presented to him again. There is not yet intelligence of an actual coltision. A few days will bring it, and it is most probable that the scene of actual conflict will be near the battle field of Marengo. *)

Sir: His Majesty the Èmperor left Paris on the lOth instant for Genoa, by way of Marseilles. On his arrivai in Sardinia, he announced his intention to be to place himself at the Head of the Army. His departure was signalized by extraordinary cvidences of enthusiasm, which appear to have attended him to the moment of his einbarcation on board the Reine Horlense and departure from Marseilles.
