An order was issued ahout eight o'clock for the withdrawaì of ali the regolar troops from the city, and for the arming of the citizens in their stead, as a civil guard. The studente and citizens generally thus armed headed by the officers of the Burgher troops are now parading the streets, in an orderly manner amid the vivats of the men and waving of handkerchiefs by the ladies; whilst the Imperiai council are now engaged in consultation upon the extent of con-cessions which it will be necessary to grant to the people. The result of their deliberations can not of course he ascertained to commnnicate by a despatch which the departure of the mail compels me to dose forthwith, but I may add that it is believed that the people will not lay down their arms until they shall have gained a satisfactory constitution, and the prospect of their success seems aimost eertain as the government has abandoned ali resistance and as the people are in full power every where, and hold command of the banks, war-office, and in short ali the public huildings.
Plànce Metternich left city last evening as also did the Arch-Duke Albrecht to avoid the popular indignation and vengeance for having ordered the troops to file npon an unarmed crowd.a)
